Things are -not- back at normal. Unless normal means you are meant to receive next to nothing in standing increase after the rev2 update.

Is there some sort of map of the different empires showing clearly which empire controls which highsec/lowsec area? The map on the player guide is not that pretty (or useful) and the player made maps in COAD show only the player controlled areas. ...
